Managing Floodplain Development through NFIP (NC959)

Floods have caused a greater loss of life and property, and have devastated more families and communities in the United States than all other natural hazards combined. Since the National Flood Insurance Program (NFIP) was created by Congress in 1968, North Carolina communities have voluntarily joined the program to reduce the loss of life and property from floods. Due to the devastation of storms across North Carolina and as North Carolina continues to release new digital Flood Insurance Rate Maps, non-participating communities have decided to join the NFIP and many of the NFIP communities have been trying to find better ways to protect their citizens. For these reasons and many more, the State of North Carolina, FEMA Region IV, and the NC Association of Floodplain Managers all agree this course will be very useful and beneficial to many communities in implementing their local floodplain management programs.

This course is designed to provide an organized training opportunity for local officials responsible for administering their local floodplain management ordinance. The course will focus on the NFIP and concepts of floodplain management, maps and studies, ordinance administration, and the relationship between floodplain management and flood insurance.

Local officials responsible for administering local floodplain management ordinances, including but not limited to floodplain management administrators, building inspectors, code enforcement/zoning officers, planners, city/county managers, attorneys, engineers, and public works officials, as well as, Federal/state/regional floodplain managers are encouraged to attend.

The learner must achieve a minimum passing score of 75% on final knowledge assessments
