Operational Level Response to HazMat/WMD Incidents (PER-212)

This course provides the knowledge and skills needed to obtain certification through the National Professional Qualifications System (NPQS/Pro Board) as an Operations-level responder.

 

This three-day course focuses on the unique response and personal protection challenges that responders face during a Weapons of Mass Destruction (WMD)/terrorist incident or a Hazardous Materials (HazMat) incident. The Operations-level training prepares emergency responders from all disciplines to recognize and identify hazardous material and to mitigate a HazMat incident by preventing further contamination of people, property, and the environment.

PER-212 is based on National Fire Protection Association (NFPA) 472 (2008 ed.) consensus standard Operations-level core competencies (Chapter 5 Core Ops) and Personal Protective Equipment (PPE) Chapter 6.2, mission-specific competency, as well as Occupational Safety and Health Administration (OSHA) 29 Code of Federal Regulations (CFR) 1910.120 and Environmental Protection Agency (EPA) (40 CFR Part 311) response regulations.

Course Objectives

  • Identify Hazardous Material (HazMat) containers, container markings, and labeling systems
  • Discuss the characteristics of Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) agents
  • Discuss the selection of appropriate Personal Protective Equipment (PPE) for various Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) agents
  • Predict potential outcomes in a scenario by completing an incident survey, evaluating the physical and chemical properties of the Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) agents involved, and considering the possible behaviors the agents may exhibit
  • Develop an Incident Action Plan (IAP) for the scenario introduced in module 4.
  • Perform emergency decontamination on a responder
  • Describe the implementation of the Incident Action Plan (IAP) developed in module 5
