Governing through Disaster: The Role of City and County Leaders (NC-5-30)

Disasters place extraordinary demands on local governments, requiring county and municipal elected officials and local leadership staff to make critical decisions under pressure. This session provides an overview of the roles and responsibilities of local leadership before, during, and after disasters, including local authorities, emergency declarations, public information, resource prioritization, recovery planning, fiscal impacts, and coordination with emergency management partners. Participants will gain a better understanding of how effective leadership and informed decision-making can strengthen community resilience and support successful disaster response and recovery efforts.
