The New Hanover / Pender County LEPC "Functional" HazMat Exercise is the next progressive step in the HSEEP Exercise Continuum as a follow-up from last year's tabletop exercise. We will test the Policies & Procedures, Lessons Learned and After Action Reviews from previous incidents and exercises as we work through the following objectives:
- To demonstrate the ability to alert, mobilize, and activate the personnel, facilities, and systems required for emergency response.
- To demonstrate the ability to establish, use, maintain, and manage communications essential to support emergency or disaster response and recovery.
- To determine the level of cooperation and coordination between agencies, departments, and organizations of the jurisdiction in responding to problems associated with a major emergency or disaster.
- To determine the ability to perform traffic management, mass evacuation and sheltering functions secondary to a hazardous materials incident.
This will be an "Operations Based" exercise with challenging exercise injects based upon a scenario of an overturned tanker truck in an urbanized area, along a major traffic corridor, during primary commute hours, with several critical infrastructure / key resources in the immediate area.
