THIRA/SPR 101 (NC-113)

The Threat and Hazard Identification and Risk Assessment (THIRA) / Stakeholder Preparedness Review (SPR) 101 course will cover the three steps of the THIRA process which includes 1) identifying threats and hazards that stress a community’s capabilities, 2) giving context to those threats and hazards in both narrative and numerical impact estimates, and 3) identifying community-specific capability targets (preparedness goals).

The course will also spend time covering the three steps of the SPR including 1) assessing current levels of capability in comparison to the capability targets (preparedness goals), 2) identifying capability gaps using the Planning, Organization, Equipment, Training and Exercises (POETE) construct as well as the planned approaches to close those gaps, and 3) articulating the impact of funding sources on achieving preparedness goals.

The overall goal of this course is to assist local emergency managers, responders, and stakeholders in creating actionable preparedness information that local communities can use to respond to the threats and hazards a community may face more efficiently and effectively. The outputs of this course are intended to support a variety of emergency management efforts, including planning, training, exercises, and incident response and recovery.
