Course is designed for Emergency Management personnel and or personnel assigned to conduct Recovery Operations.
Training will include:
- Discuss CAT A Eligibility (applicable laws, policies, memos, etc.)
- 44 CFR, PAPPG v4, 2022 Simplifying PA Memorandums & Wildfire Memo
- Identify basic roles and responsibilities of debris stakeholders.
- Discuss CAT A Documentation Requirements
- Environmental & Historic Preservation Considerations for Debris Removal
- Discuss Private Property Debris Removal
- Private Roads, Residential Property, Commercial Property
- Debris removal activities, such as clearance, removal, and disposal, are eligible as Category A if the removal is in the public interest based on whether the work:
- Eliminates immediate threats to lives, public health, and safety.
- Eliminates immediate threats of significant damage to improved public or private property.
- Ensures economic recovery of the affected community to the benefit of the community at large.
Mitigates risk to life and property by removing Substantially Damaged structures and associated structures and appurtenances as needed to convert property acquired using HMGP funds to uses compatible with open space, recreation, or wetlands management practices.
Supporting program by ensuring federal expenditure for debris missions follow Federal, State, and local laws. Working with Public Assistance by completing Preliminary Damage Assessments, and other meetings as needed, utilizing this time to speak to compliance requirements that exist within NCDEQ. Working with the State and local communities to ensure NCDEQ permitting process is followed.
