Event Description

Substantial Damage Administrative Procedures Workshop (NC-SDAP-01)

Program Purpose
The SDAP Program equips communities with an organized set of SI/SD procedures that aid the 
community in assessing properties and ensuring they are compliant with National Flood Insurance 
Program (NFIP) requirements.
For communities participating in the NFIP, structures located in the regulated floodplain that are 
substantially damaged (whereby the cost of restoring the structure to its before-damaged condition 
would equal or exceed 50% of the market value of the structure before the damage occurred) or 
substantially improved (any reconstruction, rehabilitation, addition, or other improvement of a 
structure, the cost of which equals or exceeds 50% of the market value of the structure before the 
start of construction of the improvement) are required to comply with local building and floodplain 
requirements. Communities are responsible for making SI/SD determinations which help them stay in 
compliance with the NFIP.
Substantial improvement requirements are proven and effective ways to reduce future flood losses. 
The requirements are an opportunity for homeowners to repair structures using more resilient 
standards when they are already doing repairs or improvements. SI compliance helps communities 
build back stronger.

Program Overview
Program Goals
The SDAP Program aims to provide the following to community officials:
▪    Understanding the basics of administering compliant SI/SD procedures.
▪    Receiving technical assistance on how to update or develop missing documents or procedures.
▪    Understanding how to identify resource or training needs and opportunities to alleviate 
resource and staffing challenges through available funding reimbursement, such as Section 1206 of 
the Disaster Recovery  Reform Act (DRRA).
▪    Complete a Substantial Damage Administrative Procedures Plan.
